With reference to your letter 2223/1913 of the

22nd. instant, relative to the case of prisoner

Monteith, I am directed by Secretary Sir E. Grey to

inform you that he concurs in Mr. Secretary Harcourt's

suggestion that the Governor of Hong Kong should make

use of the Royal prerogative and release the prisoner.

Sir E. Grey suggests, for Mr. Secretary

Harcourt's consideration, that the prisoner should, on

release, be sent back to Shanghal.
